I'd move to xerces 2.8.0 if there was a consistent release of the api and impl artifacts, as it is 2.6.2 is the one to use.

Month names other than English, date formats other than the standard ones (such as all-numeric timestamps

Refactored the constants in the launcher for better sharing.
I worry about the hard coded file separator there (/),
so replaced in the code, but left the constant in,
in case someone was using it.
Updated WHATSNEW. Added which.jar to the fetchables.
