when you use gitea as OAuth2 provider, the /api/v1/user should return
user primary email as identifier, which is unique in OAuth2 clients.

Allows the deletion of a webhook from a repository at the
/:user/:repo/hooks/:id endpoint.

Solves drone/drone issue #1603.

access webhook from other unauthorized repositories.
